Island Barn Reservoir Sailing Club Sailing Instructions for Open Meetings
RulesAll races shall be sailed according to the International Sailing Federation (ISAF) Racing Rules of Sailing (RRS) 2009-2012 with latest amendments, the RYA Racing Charter, the prescriptions of the Royal Yachting Association (RYA), and the rules of the individual classes being sailed, except as any of these are changed by these sailing instructions. All competitors shall comply with the rules and bye-laws of Island Barn Reservoir Sailing Club, on display in the Clubhouse.
SafetyThis instruction changes RRS Rule 40. Adequate personal buoyancy shall be worn at all times when afloat.
CourseThe Race Officer may use standard fixed club marks or temporary marks as he sees fit, but not a mixture of the two. The choice will be advised at the competitors briefing.
If fixed club marks are being used: the course to be sailed will be indicated at the start line by a list of marks bearing a number or letter showing the order and side of rounding. Red boards shall indicate buoys to be left to port, and green boards those to starboard. The course may be displayed diagrammatically inside the clubhouse, in which case both the number of laps to be sailed will be displayed and the intended positions of the starting and finishing lines will be shown. A lap is completed on each occasion a boat crosses the finishing line. The course board displayed at the start line takes precedence over any other display.
If temporary marks are being used: the course will be displayed diagrammatically in the clubhouse. The number of laps to be sailed will be displayed on the committee boat at the preparatory signal.
Race start times will be advised at the competitors' briefing and during the day.
Starting Line Outer and Starting Line Inner marks are pink spherical buoys marked appropriately.
Starting LineThe starting line will be a line between the orange mast on the committee boat and the outer line mark. An inner line mark may be laid. To start a boat shall cross this line in the direction of the first mark, but shall not pass between the committee boat and the inner line mark if it is laid.
General RecallsGeneral recalls will be in accordance with RRS Rule 29.2 with the following exception:
During a multiple start sequence where the recalled fleet is not the last fleet to be started, the recalled fleet shall go to the back of the queue. The code flag "First Substitute" shall be lowered approximately 3 minutes after the unsuccessful start without an accompanying sound signal. The warning signal for the recalled fleet shall be made at the start signal of the fleet previously at the back of the queue.
FinishingThe standard intended finishing line lies between the committee boat, displaying a blue flag and the nearest mark of the course to where it is anchored. The race may also be finished between a black line on the clubhouse race box and course mark "F", if this mark is in the course. In this instance code flag “S” will be displayed at the clubhouse.
After finishing a boat shall clear the finish line in the direction of the course and shall not re-cross the line in either direction before the last boat has finished.
ProtestsThe Race Officer must be informed of the intention to protest prior to the next race of the series or within 30 minutes of the last boat finishing if it is the last race. The protest itself must be lodged within 45 minutes of the last boat finishing the race. In the case of a back-to-back block of races, the 45 minutes is from the last race of that block. Protests will be heard as soon as possible. RRS Rule 63.1 (Requirement for a Hearing) is modified to allow disqualification without a hearing when the Race Officer or his team observe a breach of RRS Rule 28.1 (Sailing the Course).
AdvertisingAll boats and competitors shall comply with the advertising standards laid out in ISAF Regulation 20.
Changes to the Sailing InstructionsAny changes to the sailing instructions will be posted on the Race Board in the clubhouse at least 30 minutes before the scheduled start of the first race. Entrants' attention will be drawn to this by the display of code flag "L" from the race box with one sound signal.
Distinguishing NumbersPermission to deviate from RRS Rule 77 must be obtained from Race Officer before the first race.
Change of CourseFollowing a change of course prior to the start, the new course will be displayed at the start line with the addition of an orange diamond which will remain on the starting line course board until the last boat has started. A change of course during the race will be signalled near the mark beginning the change of course by a race committee boat displaying code flag "C", and the new course, and making periodic sound signals.
Starting SignalsStarting signals will be as RRS Rule 26. Warning flags will be advised at the competitor’s briefing. The procedures laid out in RRS Rules 30.1("I" flag), 30.2 ("Z" flag) and 30.3 (black flag) may be enforced, except that 30.2 and 30.3 can only be enforced following a general recall.
Shortening CourseThis instruction changes RRS Rule 32.1. The Race Officer can shorten course for any reason.
ScoringPoints will be awarded according to the low point system described in Appendix A of RRS, except where varied by the following. A boat that comes to the starting area (considered a starter), but does not finish or retires after finishing shall be scored the number of starters for that race plus one. A boat not considered a starter (DNC), or a disqualified boat, shall be scored the number of entrants for the event plus one.
The number of races to count shall be one less than the number of races sailed unless only one or two races are sailed. In this case all races shall count.
The event winner is the entrant with the lowest aggregate points.
RRS Rule 45 will not apply, i.e. a boat need not be afloat and off moorings before her preparatory signal.
